Ireland clarifies the competences on racing

Horse Racing Ireland (HRI) today published, in a Supplement to this week’s Racing Calendar, a set of Directives which will come into effect from 1st January 2007. These Directives cover those areas for which HRI has responsibility under legislation.

This initiative has been undertaken in co-operation with the Turf Club and a number of associated Rule deletions and amendments were approved at the recent Turf Club General Meeting.

The 14 areas covered by the HRI Directives are listed below:

1) Race Programmes
2) Race Conditions for Flat Handicaps
3) Race Conditions for National Hunt Handicaps
4) Race Conditions for INH Flat Races
5) Jockeys Riding Fees
6) Weights, Penalties and Allowances
7) Prize Money
8) Forfeit List
9) Division of Races
10) Elimination and Balloting of Horses
11) Bookage Fees
12) Registration Fees
13) Terms of Business
14) Credit Control

Announcing this initiative, HRI Director of Racing, Jason Morris stated: “To minimise confusion within the industry over the respective roles of the two organisations, HRI and the Turf Club agreed that the creation of Directives would help to clarify matters. One of the prime benefits of this initiative was to ensure that any grey areas have been clarified and resolved, which will assist streamlined and efficient administration.”

Denis Egan, Chief Executive of the Turf Club said: - “The Turf Club and INHS Committee are responsible under legislation for the regulation of the sport in Ireland. This is a critical role and the exercise which has been undertaken to create a clear division of responsibilities between ourselves and HRI is obviously welcome.”
